The Agency may disregard rules concerning time and circumstances for facilitation of participant’s plans, if satisfied that, because of the urgency of circumstances, it is appropriate to commence facilitating the preparation of a participant’s plan at a particular time. [Section 32(A(3))] However, this may delay the facilitation of the plans of other participants.

If experiencing exceptional hardship or need, a participant should convey the urgency of his or her circumstances to the Agency.

However, the Agency does not have a duty to consider whether to exercise this discretion.
